I think you mean "proof of service." It is a document "proving" to the court that a copy of some other document was "served" on the other party. In the context of 1203.4 dismissal petition, a proof of service tells the court that a copy of your petition (along with any exhibits such as your declaration) was given to the prosecuting attorney. It's important to note that the proof of service is filed with the court, not the prosecuting attorney.
